An invitation is permission to enter through a particular transfer route. Transfer Passes pay for the move. An Ordinary or Special Invite does not give you free passes: the invited player covers the transfer cost.

Century Games: Who pays for an invited transfer?Which route do you need?
- Phase I — Pre-Transfer: the destination sets its Power Cap. Use this phase to discuss an invitation with its President and compare destinations.
- Phase II — Invitational Transfer: players enter by invitation. An Ordinary Invite is for a Chief who meets the destination’s Power Cap; a Special Invite is for one who exceeds it. The cap is locked once Phase II starts.
- Phase III — Free Transfer: a Chief who meets the destination’s Power Cap can use the open-transfer route while places remain. Above the cap, a Special Invite is still required. “Free” describes the entry route, not a waiver of Transfer Passes.
These routes do not replace the event’s other eligibility requirements. Before committing, open the current event and your intended destination, and check its eligibility conditions, Power Cap, Leading/Ordinary status, remaining places, phase timer and required passes together.

Century Games: Ordinary and Special InvitesWhy an invitation may not be available
Leading States cannot issue Special Invites. If you exceed a Leading State’s cap, asking for a Special Invite will not solve that restriction. Ordinary States have a limited supply of Special Invites, so an over-cap place is not automatic.
Open-transfer capacity is also limited. Select the destination in State List to inspect its transfer-limit information. Slots are first come, first served; having enough passes is not a reservation. If you want an earlier invitation, contact the destination’s President before the open phase rather than assuming a place will remain.

Century Games: When transfer slots run outYou were invited, but there is no mail
Special Invites have a mail notification; Ordinary Invites do not. A missing mail notification therefore does not prove an Ordinary Invite was never issued. Check the event and confirm the invitation type with the destination’s President. If that state has no current President, the previous President handles transfer duties.

Century Games: No current PresidentDo not confuse the cap with the pass cost
The Power Cap determines your entry route. Transfer Passes are a separate cost. Century Games lists a requirement of 1–50 passes. Budget for the requirement displayed for your move, not a calculator’s promised result.
Do not dismiss troops to try to lower the pass bill. Century Games explicitly says dismissing troops and unequipping gear do not change Transfer Score.
