A province showing coins has already been used for Prefect production. It becomes available again when someone chooses Prefect’s cash option. Recovering your cards with Tribune does not reset the province markers.
This guide covers standard, individual-play rules on base maps such as Italia and Imperium. Fish Market and other expansion effects can change the action. The current PC and mobile builds have not been play-tested for this guide.
Look at the province marker first
Under the standard rules, Prefect offers two separate choices:
- Produce: select a goods-side province. Take its bonus good, then each house there produces its city’s good for its owner. Turn that province’s marker to coins. You do not need a house there to take the province bonus.
- Collect cash: take the total shown by all visible coin symbols, then return the province markers to their goods sides. This choice does not also make a province produce.
The state belongs to the shared province, not to the player who last used it. A fresh Prefect card in your hand cannot override a coin-side marker.
Resetting is not a second production action
Suppose three inactive provinces show 1, 2 and 2 coins, and every other province is already goods-side. A standard cash action pays 5 sestertii, not 3. The relevant number is the coin total, not the number of inactive provinces.
All three become available again, but that action does not include picking one of them for immediate production. Plan the next step separately. If another player acts before your next turn, they may use the province you wanted.
Markers showing 1, 2 and 2 coins pay 5 sestertii. Resetting restores availability without producing or reserving a province.
A common beginner question is whether cities keep producing after the marker flips. They do not provide an automatic income each turn. The community clarification also points out a separate exception: specialist cards can produce their relevant goods even in inactive provinces.
Separate the province bonus from the houses
The digital game’s province overview is useful because it separates the province reward from the production associated with houses. Check both before confirming. Do not judge the action by the large bonus symbol alone. The launch-era app review documents this overview and the action log; menu placement may differ in newer builds.
Here is a hypothetical province with a cloth bonus:
- You own one house in a food city and one in a tool city.
- Your opponent owns one house in a cloth city.
- Everyone has enough free storage. No expansion effect applies.
When you make it produce, your result is 1 cloth + 1 food + 1 tool. The cloth is your province bonus; the other two units come from your houses. Your opponent receives 1 cloth from their own house.
The opponent’s gain is part of the action, not a cost taken out of your reward. Before choosing that province, compare the usefulness of your three units with the cloth you are handing over. A good personal yield can still help someone else complete an important purchase.
Praefectus Magnus changes only one part of that calculation
With Praefectus Magnus, the same example gives you 2 cloth + 1 food + 1 tool. Your opponent still gets 1 cloth. The province bonus doubles; the houses do not.
If you choose production while holding Praefectus Magnus, its use is compulsory and it passes to the player on your right afterward. Choosing cash keeps it with you and does not double your money. Copying a Prefect with Diplomat also uses your Praefectus Magnus when you choose production.
Magnus raises your cloth bonus from 1 to 2. Your food, your tool and the opponent’s cloth remain at 1 each.
For a quick check, count the bonus and your houses separately before adding them. If you doubled the entire total, or added money because the marker is being turned to coins, recalculate before planning the next purchase.
An inactive province is not a blanket production ban
A specialist such as Farmer or Weaver acts on your houses of that good type, rather than activating a province. It can be useful when the resource you need sits in coin-side provinces. It does not give the province bonus, produce for opponents or reset those province markers.
That makes the decision more specific than “reset or wait.” Check whether your hand already contains a way to obtain the missing resource without reopening every province for everyone else.
If the reward is smaller than expected, check storage
Goods and undeployed colonists occupy storehouse spaces. If incoming goods exceed free capacity, you cannot keep everything, and you cannot discard existing goods simply to make room for preferred new ones. Review the overflow selection before treating missing goods as a production failure.
An unresponsive selection is a different problem. Acram’s iOS version history records a fix in 1.2.1, dated February 2, 2022, for a full-storehouse Salt selection that could prevent confirmation. It also records a province-selection fix involving Linus Pompeius in 1.3.1, dated February 10, 2023. Those are specific historical fixes, not evidence that every blocked Prefect today has the same cause.
If the action still cannot be completed, record the app version, map, enabled modules, active Forum tile and storage situation. Use the in-game feedback option when available; the developer’s support response explains that an in-game ticket provides helpful diagnostic data.
Why does the cash action mention a free good?
Check whether Fish Market is enabled. Its cash/reset option adds one chosen ordinary good to the money, and it uses fish markers rather than the standard goods/coin cycle. Do not apply the base-game cash calculation to that module.
A digital player raised this exact “money but no basic good” question in 2023. The discussion did not establish the player’s full setup or a confirmed app bug. If your card text and result disagree, capture the enabled modules as well as the text before reporting it.
For a standard game, check in this order: province state, chosen action, province bonus, house production, Praefectus Magnus, then storage. For an expansion game, read the active module and tile effects before comparing its outcome with the base example.
